Blu-ray HD project or file size in bytes (megs) versus size in length of time (minutes)

Am I correct that a PD-7 blu-ray HD project cannot exceed 1hr50min40sec?
I have a MPEG2 blu-ray file, produced from a project in PD, of 19.5gb. When I try to burn it to a BD, PD says NO, the number of bytes exceed the amount of byte space on the BD. So, I re-produce the file using a lower bitrate, so that the file is now 18.5gb. I again try to burn this smaller file, but PD says NO. It again says the file is too large to fit on the BD. The 19.5gb file generated the same number of bytes as the 18.5gb file. (as viewed in the lower left corner of the Create Disc screen.) After experimenting with several differing senarios, I have come to the conclusion that the maximum size of a PD blu-ray project or file that, can be burn to BD, is 1hr50min40sec, give or take a few seconds.....It has nothing to do with the size of the files in gigs, but everthing to do with the length of time of the file.
Yes? or No? True? or False?

when do you get this message?

I can burn a BD to folder which is 2hrs 50 mins with no errors.

I don't burn to disc as I have a media player.

With the MPEG4 AVC codec on blu ray you get about the following
11.5 hrs SD on 25GB disc
4.5 hrs HD on 25GB disc
If however you are using the MPEG2 codec for blu ray your available time will be significantly reduced.

I assume too much. These are my burn settings:

DIsc format: BDMV (With menu)
Disc capacity: 25GB
Video Format: MPEG2
Video quality: BD 1920 x 1080
Audio type: Dolby Digital
