This question has been put hundreds of times (& will be again), because many title templates contain animations that cannot be modified, resized or repositioned within Title Designer.
It's possible, but you need to use a "back door" method to do it.
That "Radar" title template contains 300 separate animation files which form an image sequence. You'll find them at C:\Program Files\CyberLink\PowerDirector15\Titles\PDR15_Radar in a zip file named PDR15_dot. If you had some time on your hands you could edit each of the .png files to create a new animation.
The method shown here is still a bit involved, but much simpler than creating new animation files.
Admission: It wasn't till the thing was nearly finished that I realised I had the cursor recording unchecked. DOH! It was a little late to go back and redo the screen capture.
