The mechanical shutters on 8mm film cameras were typically capture 16 to 18 fps. Playback on an 8mm projector at the same frame rate produced correct speed motion.
Could not find sufficient info on the jpeg@17fps file format. Maybe quicktime?
Just put that video on the timeline and produce it to whatever you want. PD15 will periodically add the frames necessary to create a 29.97 frame rate video for correct motion speed.
