Is there any way I can direct the sound for 5.1 surround without owning audio director? Can it be done in PD 15? Is there a panner in PD?

No - you wouldn't be able to do that in PDR because it doesn't display the 6 channels separately. You'd need software, like ADR, where the channels a shown separately so you can manipulate them.
I think Audacity would probably do it once you made each channel a mono track. I'll check that.
