Yes just drag the clip to your timeline, then select tools menu, then in drop down menu select power tools, then in the top left menu tick the box for video in reverse

As well as James' suggestion, you can also use the Action Camera Center where you can combine reverse video, replay, freeze frames & speed changes to the whole clip or parts of it.
