I do not think PD can create a talking head, you use a Photo editor.

It requires you to use a Photo editor to create the talking head with the mouth in three or four positions. On the PIP track (any track below the main video) You adjust the duration of each image to look like the head is talking.

The Old method was to make a GIF image in a Photo editor. PD does not do GIFs very well.

Hi Heavy Tiger,

I think it would difficult in PD alone, but see this short demonstration for another app that might suit your needs. Then you can take the output and edit it all together in PD14 (etc).
