Never seen that a DVD was not burnt when the option was selected. I assume you use the term CD interchangeable with a DVD/BD?

PD14 does have an anomaly that if "Burn to disc" and "Save as disc image" are both selected during a "Create Disc" session, PD14 will repeat the entire rendering operation twice, but it will still burn the DVD/BD.

For that reason alone, I'd never select those two options together until CL corrects the shortcoming, it can be a significant time waste depending on timeline content. You are better off using just the "Save as disc image" and then simply burning the img latter, or selecting all 3 options as the time to create the img from the saved folder will be minimal.
