Creating a Blurred Circle

How do I go about creating a "blurred circle" (for lack of a better term) so that you can't see/identify an object in a video clip? I need it to move around with the subject. I know there is a way to do it, but thought some brilliant mind on this forum would be able to explain an easy way to create this.

Thank you, Cindy R

It's one of the new features of PD14 which allows you to blur a face and it will follow the face. I don't remember how to do it, but if you look on Cyberlink's page advertising PD14, it'll show an example and tell you what the feature is called. Regards,
Dan
