Александр/Aleksandr, I have tried your clip in 3 different versions of PD on my Win10 desktop and all show the crash when the scrubber reaches 2:37:11. PD13 can play the audio from the clip after the error message, but it is not able to show the video and I have to restart the program to see the video.
I tried several things but couldn't get any of them to work, so this looks like a codec/compatibility issue. I don't have PD installed on any Win8.1 PCs, but maybe you could tell me if you were able to work with this clip before upgrading to Win10.
The real solution is for Cyberlink to fix this issue and issue a new patch, but the quickest solution is to pre-convert theese clips before editing them in PD.
I used the free FormatFactory program to convert it to MP4. The converted file is 1/4 the size and it plays perfectly in PD. I have a fairly powerful machine, and it only took 40 seconds to convert. Here's a
