I run Power Director Ultra 11 . on Windows 7 prof.

If I try to tilt my video using [Power Tools] [Crop Video] and enter a number of degrees in the box to tilt my video left or right, my video looses it's sharpness. Resolution is much worse after changing the rotation angle.
Trying to restore sharpness using [Fix/Enhance] [Color Adjustment] [Sharpness] doesn't restore the video to it's original sharpness.

Is this normal, or am I doing something wrong?

It is thus on the produced output? If only the preview window is affected, try different resolutions. Click the icon just to the left of the "speaker" icon, under the preview window.
