By "frame" you mean "clip," right?
Click on the clip in the timeline>Click the Power Tools button>Check the Video Speed checkbox>Adjust desired speed with the speed multiplier slider. That's it!
EDIT>>The above will not speed up audio after a certain point. To fix the
audio to match the video, right-click the audio portion of the clip on the timeline, select Edit Audio>WaveEditor. WaveEditor will open, now all you have to do is
save and it will save it at the speed that matches the video speed you already set.
*There are other ways to do this task but this is the way I do it and it has worked for me.
