Sound but no picture

I installed an external blu ray for my computer and purchased PowerDVD 14 to play the blu ray discs. All of my drivers are updated and I have done everything I have read on other forums to address the issue. Everything works properly except I get no picture when I put the blu ray in. I can hear the sound and there is an outline where the screen would be but no picture. I'm stumped...running the following:

Windows 8.1 Pro
64 bit operating system, x64 based processor
4.00GB RAM
Samsung SE-506BB/TSBD 6X USB2.0 External Slim Blu-ray Writer Drive
ATI Mobility Radeon HD 4500 Series (Microsoft Corporation - WDDM v1.1)
Cyberlink PowerDVD 14

Any assistance would be greatly appreciated

Can you check below if this is a platform issue?

Hi,
this is AMD driver issue, because AMD does not support BD for HD4xxx cards under Windows 8.1
