On the bottom of the PowerDirector (EDIT) interface, there is a slider on the bottom left, if you slide that slider to the Right, you will expand the timeline. How far to stretch depends on the detail you want to see.
You can expand the timeline to the frame level, where each step is one frame of video.
You probably do not need to expand that much to see your sliver of video, unless it is just one frame. Once you see the video, select it then delete.
You can also drag the time marks to the Right to expand and to the Left to shrink the timeline.
