How do you insert a clickable link into a video using PD12? I've looked quite a bit and can't find anything about it which surprises me. I see how to do it on a YouTube video but want to be able to do it when posting the video anywhere.

Dafydd's answer is correct. You cannot put a link in a video.

You can Create a Disk or Disk Folder and put Chapter markers. A Disk Folder would be playable and have chapters on some software players.
