"locking" a clip within a clip

So I have a question. Please bear with me as I may not have the right terms.
I'm doing a project where I'm aiming to have a person in a vehicle GPS (a kinda comedy thing).
So I shot the person on green screen (clip 1) , green screened the screen of the GPS (clip 2) , and am now layering the two.
However, GPS is a moving (vehicle movement etc) and I can't constantly be tweaking the person clip to sit within the GPS frame.
Is there any way to "lock" or "anchor" clip one to a moving part of clip 2? that would allow the person image to remain in the GPS screen, regardless of whether the GPS is moving up, down, right, or left.
whew, hope that wasn't too confusing! Thanks for all help!
