Hi you can't choose both at the same time so what is the best Hardware video encoder or SVRT?

SVRT if you can use it. SVRT does not support all formats.

SVRT outputs the original video for the parts that are unmodified.

Hardware Acceleration, uses the Video card hardware and software.
