You can do it using overlay.
Here is how you do it
1. Record different clips of the same person speaking for 2 people as seen in the link
2. Insert the colour board in the main video track and stretch it to the length of clip
3. Insert one clip in the 1st overlay track.
4. Double click the 1st over lay clip
5. The PIP designer opens
6. click GRID option ( It is on the bottom right )
7. Resize to fit the left half of the screen.
8. Click OK
9. Insert 2nd footage in the 2nd overlay track
10. Double click 2nd overlay clip
11. Repeat steps 4 to 6
12. Resize to fit right half of the screen
13. Click OK.
This can be further improved by recording a back ground scene
Recording the actors against a "green screen"
Applying chroma key to remove the "greens" so that the back ground shows through
