Sync issues with voice and lip movement

I'm producing a video using MP4 + Default 1280x720 (30fps). In PD preview, it syncs fine. However, the finished MP4 is about 3 to 4 frames out of sync (video trails the sound). How do I fix this?? This is the 4th time this week it happens - all different content.

Also, it should be noted that the video and audio tracks were never unlinked...

It ultimately required advancing the video portion 5 Frames ahead of the audio. This is an extremely tedious and time consuming method of producing a usable video, as it took me 3 tries to get it right. ***The PD preview is deceptive*** because it leads you to believe that the final version will be fine. In reality, you have to produce the video, inspect it and go back to the editor and adjust it using trial and error until the final version is usable for the viewer. Frustrating to say the least....

A pain. What was the encoding on the original audio clips? If Mp3, consider converting that to WAV prior to dropping it on the timeline. That may produce a better result for you.

I've had this and other problems converting WTV files recorded with Windows Media Center to MP4, and after much trial and error I was able to solve the problem via this method: I first convert the file to MPEG-2 in my old copy of Nero Video 12 that I was using prior to this program. I do that because, if I directly import the WTV into PD11 it automatically converts it to MPEG-2, which would be OK except that it also converts the audio track to Dolby Digital. I noticed that editing a Dolby Digital audio track results in a scratchy track, so since I want to edit the track I want to convert it to PCM, and I can do that when I convert it to MPEG-2 in Nero. After the conversion in Nero is complete I import the resulting MPEG-2 file into PD11, do my editing, including boosting the volume and adding fades on the audio track, and save it to MP4.

A long and convoluted process to be sure, but the resulting file looks and sounds much better and is always (up to now) in sync.

P.S.: If someone has a more efficient way to accomplish this I'm all ears... er... eyes.
