Good job there trying to apply some logic. That's my problem. My logic is out of alignment with the installer's!
For PD 11 Ultimate Suite the NewBlue Art, Motion & Paint effects should be included as extra features. (Not sure about the regular Ultimate version. I have a strong feeling they should be- but need verification on this.)
For the PD 11 Ultra & Deluxe these might not be included - again please verify.

NBFX were installed with each version of PD11.
All versions got the
NB Art Effects.
Ultimate &
Ultimate Suite got the
NB Motion & Paint Effects as well.
* My only real questions are, when I installed PD12:
1. Why were the NB Motion & Paint Effects ditched?
2. Why did my previously-correctly-functioning NB Art Effects become misnamed?
3. Why were my NB Essentials I duplicated rather than overwritten? wjr002 may have answered that one.

What you've said partly makes sense. Director Suite 2 (PD
12) does not include NB Art, Paint or Motion effects. According to the table Rob posted

Video Essentials I, II & III
When I get around to doing my purge
I will try your "transfer" method to trick the thing into giving back my missing effects.
To end this post on a positive note, I've found PD12 to function very solidly even under intense workload.
