AVCHD burned to disc is poor quality

I have had no luck burning AVCHD files to bluray or standard DVD. I tried every setting I can think of with no success doing my tests with two short .mts clips one shot at 1080x60i and the other at 1080 60p using my AVCHD Panasonic camcorder. I have run tests with each clip by itself and with both on the timeline. I have tried burning at the highest bit rate as well as using smart fit. The clips play clearly in the timeline but when burned to a disc all video is distorted including the PD menu video. It doesn't matter if the disc is played on my bluray player hooked up to my HD TV or using PowerDVD using my computer.
Producing to a AVCHD file at a high bit rate first followed by burning to a disc makes no difference. I have also tried 60P and 30P in preferences. The only way I can get a clean video is to burn a bluray disc as mpeg 2. But I would like to burn as AVCHD to save disc space. My projects are sometimes close to 2 hours long and AVCHD is a better compression.
I have an old version of Pinnacle studio (version 14). So I ran a test with it and burned AVCHD video to a standard DVD and the video is very clear.
Is there a problem with PD11 in burning AVCHD discs? Is it me?
