Hi there,
Since you posted in Power Director 10 forum I hope that you have that software. If you want to convert a PAL DVD to a NTSC DVD you can do it very easily with Power Director 10. If you don't have this program then Power Director 10 or 11 are very good choices.
1. In Preferences, in the GENERAL tab, set your TV Format to NTSC(30 FPS).
2. Import the VIDEO_TS folder from your PAL DVD to your PC. It is better and faster to work with the video files on your PC.
3. Import the Video_TS folder which is in PAL format VOB files into the Media Room in Power Director.
4. Place all the VOB video files onto the timeline.
5. Select CREATE DISC tab, under the Disc Format select the DVD Video.
6. Setup the Video and Audio settings to your liking.
7. Under menus in my test I selected "No Menu".
8. Then select Burn DISC.
That should be it. I tested it by doing the reverse(NTSC DVD to PAL DVD) and it worked just fine on my system. The video frame rate(NTSC 30FPS to PAL 25FPS) and resolution(NTSC 720x480 to PAL 720x576) was changed to the other format quite easily. I confirmed it by checking the VOB files Properties.
Sound pretty easy?
