That aside; making background motions is one of my favourit things. It’s not a quick fix, or at least it hasn’t been for me. It implies imagination, creativity, maybe having built up a library of close-ups/macroes in ones video folders. (I am not ashamed to admit it has taken me years to be able to create motion backgrounds of some quality.)
Then, it’s usually a question of working with “layers”, or video tracks in this case, involving opacity levels, hue&saturation, blurs, keyframing etc. It’s doable in PD, although the high quality motions you find on sites mostly are done in AfterEffects.
If you watch tutorials made for other editor programs, you will find that you can transfer many pointers in to PD.
