Looking to make a fake 1990's news video. Need some kind of effect or way to make the video look like it's from 1992. Any ideas?

Please explain how a 1992 news video would be much different than today's except for resolution. What kind of effect would you want?

What country?

Do you have an example of what you would like to see perhaps a YouTube video? I looked but could not see anything much different from what we have today.

Looks like a good use of overlays but I don't see anything special about it. How well do you know this software and the use of overlays? It looks like you could put in some older videos and then add a new one to simulate the report you want. .

I'm not talking about the effects of that video, I'm just talking the feel of the filter looking like it's from the 1990's, specifically that kind of spotty look.

Ah, you mean the static ! I doubt that it was there originally.

There are so many effects that you could possibly use and modify that it is going to be hard to suggest one. You could play around with rain, TV, as well as particles. Try some.

Maybe some else has tried to do what you want to do and has another suggestion. .

News videos weren't spotty in the 90's, or the 80's for that matter, in the USA. You must be thinking of how the reception looked on TV or after it was recorded on home VHS video recorders. I've also seen movies were news video is made to look older than it really is to dramatize the past so you won't confuse it the with present, because otherwise everything has the same look. Gateway DX4380, AMD A8-5500 Quad Core 3.2GHz with ATI Radeon HD 7560D; 16GB RAM; 1 TB SATA 7200 RPM; Windows 8 Pro 64-bit; PDR11, PDVD12.

Hi Kriller

Depending on your source video (eg 16:9) you can use Masks to re-create the 4:3 aspect ratio.

There are several Effects in the Effect Room (F4) that could be used with a little adjustment.

If you have ColorDirector there are some very useful presets.

As for the 'static' try Youtube and download a Static Screen and use this on another track and use the Transparency to the desired affect.

I'm not exactly sure what you're after here but if you look at the video description (the one you linked) you can see the setting that were applied.

Those settings aren't all available in PD, but you could try:
1. Fix/Enhance - increase contrast & saturation slightly
2. Blur effect - small amount (!)
3. Fine Noise effect - low setting
4. Produce at lower resolution with 4:3 AR & import lower res video back into project

One of the differences between the mid 90s & now is the clunkier graphics & titling. The BIG difference with VHS is resolution.

As Neil pointed out ColorDirector has much finer adjustments available.
