Minimum bit rate encoding MPEG-4 at 1280x720

Why is there a minimum bit rate of 6000 Kbps when encoding MPEG-4 videos at 1280x720?
(6000 Kbps - 26300 Kbps)
Is this the limitation of CyberLink MPEG-4 CODEC?
If so, why is the device->ipad HD Quality at 1280x720 and 3000 Kbps?

What happened to all the bit rates in between?

It seems quite limiting since 3000 Kbps is a bit low for fast motion video and 6000 Kbps seems too much.

How can I encode MPEG-4 (H.264) using 4000 Kbps or 5000 Kbps or 4500 Kbps?

You can create a custom Mpeg-4 profile, within limits.

If you want to have a lower bit rate you can use a 3rd party converter to set the lower bit rate.

Is this the limitation of CyberLink MPEG-4 CODEC?

It is most likely a Cyberlink programmers limit, that was built into Powerdirector.

3rd Party converter like Corel VideoStudio Pro X5?

It allows me to create MPEG-4 using H.264-Main at 1280x720 all the way down to 2000 Kbps.

I've upgraded to PowerDirector 11 and am hoping that gives me more MPEG-4 encoding options.
It's still downloading......zzzzzzzzzzz

jkim248, I don't think you will be any happier in this regard with PD11. However, an approach has been documented by many on this forum and for many PD versions of manually changing the profile.ini after a custom profile has been created. This link http://forum.cyberlink.com/forum/posts/list/17939.page has a step by step approach; you might give it a try. I've used the approach many times doing various things and it does work, following the details is very important.
