RESOLVED!
My issue has been resolved by Cyberlink tech support!
It may not apply to your issue, however, because we all have different computer systems and hardware.
In my particular case, tech support advised me to roll back my AMD graphics driver from the latest version, 12.4, to the previous version, 12.3.
I did that. I first completely uninstalled version 12.4 and then did a complete new install of version 12.3
I can now produce MPEG-4 with hardware acceleration toggled on.
I can also produce H264 with hardware acceleration toggled on.
I cannot use SVRT, still. I get frozen up at the 23% progress mark. I must use CTRL-ALT-DEL to shut down the program with Task Manager. This time I followed Dafydd's advice and searched as well under Processes and found "PDR10" running so I stopped it in Task Manager. I was then able to restart PowerDirector without having to reboot.
