Any advice on whether I should use either of these settings?
- Enable Open CL
- Enable Hardware Decoding

I use a HP laptop, Windows7 64bit with the following specs:

Several tests that I've run on rendering to AVCHD indicate the use of the PC without the two features you mention results in best video quality, but somewhat slower times depending on the project contents. Win 10, i7

I have come to the same conclusion ... 'KISS' principle! I notice however that my processor is maxed out for a lot of the Produce time, though it is quite a powerful one and I have good graphics.

Maxing out a processor for extended periods ... is it harmful? CYa Ron (W10/i5gen8/Nvidia)

Ron,

Depending on the complexity of the project, my processor (specs below) runs at 90 - 100% on all 4 cores. If HW accelleration or SVRT is used, the usage is anywhere from 50 - 100%.

Your processor should be able to run at 100% without harm as long as your cooling is adequate. If you are worried about running at near maximum for extended periods, you can divide the project at logical points, then combine the parts into a final project.

I do this with almost all projects for several reasons. The number one reason being, it is easier to keep track of what I am doing with smaller parts of the project.

I think this might be your answer to enabling HA. And I agree with the above. But to get it working try this.
It appears that if you install an older Avivi package, like 11.12, then it will work. I am on the road and can't confirm this. But it sounds logical.
