Help with best way to blur something in the background

I have some videos I am putting together for which I need to be able to blur some commercial signs in the background. Basically, on the walls of the room where this event took place there were some signs with ads for a commercial web site that my friends (for whom I am putting together the video) don't want in the background of their video record of the event.

My expertise has been more photos than videos - in Photoshop I'd simply apply a blur so it softened out and was not readable but wasn't as obvious as a big black box. I'm not sure how to do this type of thing in PD 10. I'm sure that if I fumble around I'll do it in the least effective and most time consuming way possible!

Welcome to the forum

You can 'blur' using the colour boards and adjusting the transparency.

If you're unsure on how to do this watch this excellent tutorial from PDToots on YT. This was made using PD8 but the basics remain the same for PD10.
