Clay- Welcome to the forums.
Track 1 is the base track and every other track "lays" on top of it. So what your are seeing is correct. Picture it as layers on a cake. If choclate is on the bottom and then you put a layer of vanilla, you don't see the choclate anymore.
What you are trying to do though is very possible with PD. You either want to have a Picture in Picture display going on (PIP) or split the tracks and remove the parts from each clip you don't want to use. For example- The PIP will let you have two (or more) videos showing at the same time on the screen. To do this, highligh track one and in the preview window shrink it to half the screen size (or whatever size you want it to be). Then do the same for track 2. Now on playback BOTH videos will show in the preview window.
Splitting video is similar. Say you want 30 seconds from the start of track 1's video to show first. Then 30 seconds from track 2 to show after that. Go to track one and use the "split" function at the 30 second mark and 60 second mark. It esentially "cuts" the video up for you into segments. Do the same for track 2. Now delete the first 30 second segment of track two. Now in the preview window track 1 will play for 30 seconds then track 2 will pickup immediatelyafter that. Use a transition if you'd like to give it some style.
These are basic instructions and meant as an example of what is possible. Lots more can be done and there are many great editors here to help you out. You just need to explore and ask questions.
Hope this helps some
