The Library Room is a placement, viewing and selection area and not an editing/cutting etc area. The Tracks where media is placed is the "zone" for editing to start. The various tools within PD initiate when a media is selected in the Tracks.
For example:
Place 2+ video clips into Track1 (or any of the tracks) and you will see that you can play through them in Preview Player as a single "Clip" or all in "Movie". Both methods will show up the frame counter/time code positions for the individual clip or positional place in the project.
I use the Clip mode to selectively edit to the frame position. I alter the Preview Player's counter "Current Time", highlight and keyboard type the new position and then hit return - you have to be quick. The track slider and the Preview slider jump to the position I want. I then use "Split" to segment the clip. I then move on to the next position etc. I also use the keyboard controls "," and "." for single frame movement.
