How to Flip a portrait format so that it shows straight up and down, not sideways?

I needed to shoot a video in Portait format rather than landscape. I have no problem with the video being much smaller when I show it in portrait format. I just can't figure out how to do that. How do I convert my video to portrait format from landscape?
I don't want a slow rotation and I want the whole video with nothing cropped out...just smaller so it all fits in the screen

It is really easy in PD9.

Click on the clip in the time line (select clip mode), put your mouse pointer on the circle of the crosshair, when you see the circle with the arrows, drag with the mouse around to where you want the image to be.

You can then resize the image to fit the frame.
