[020] [external issue] BD Region can not change when have installed AVAST Free AV

My computer is currently unable to play any Blu-ray movies after updating from 9 to 11. In looking at the issue board, I believe my issue may be related to item 20. Would you be able to describe what the symptoms are for issue 20 and how to fix. (reinstall, clean, etc.)

Hi please contact the CS about your issue and then let me know your ID you received from Support system.

The symptom is:
- after upgrading to PowerDVD 11 there are 0 changes allowed for BD Region in PowerDVD 11 - PowerDVD 9 or 10 can still change the BD Region
