You place each video in separate tracks.
Higher number track is on top of lower number tracks.

Select the one you want to be transparent (higher number track), Click Modify, that brings up the PIP Designer, on the second tab in the designer (Add/Edit Motion for PIP object) you can adjust the transparency.

You adjust the size of the video by dragging the corners of the video. Each track must be adjusted individually.

There are many things you can do in the PIP designer.

Maybe check the tutorials at PDtoots and Cyberlinkchannel on Youtube.

Some links to tutorials. Many were created in PD8, but still apply to PD9.

i typed all his but when i clicked submit i noticed Carl had already replied.
Heres a link to PDToots channel. http://www.youtube.com/user/PDtoots

First start off by putting one clip in track 1 (the top track). Then put the second clip right below it in track 2.
Next set track 2's opacity down to aprox. 50%. So you can also see track 1.
This is done by selecting your clip in track 2, then clicking Modify on the bar above the tracks.
In the modify window, click on the middle tab and look on the left side bar to set opacity.

(More advanced option)
Or you can click on the clip and in the middle bar above the tracks click keyframe. Then select the Opacity bar on the left. Then just slide the slider to where you want an opacity change and change it with the left bar.

You can experiment with different opacity levels, use keyframes to change the opacity, or use a mask as well.

Good Luck!
