Trasitions cannot be placed between two photos

Are Transitions supposed to stay between two photos ( not movie clips )?
I am able to place them at beginning or end of a photo.

The PD9 Guide says I should be able to do it between two "clips".
Is the word "clips" referring to video only?

It's simple..... Clips or pic no matter......... works the same..... Quit trying to memorize the manual and "play" with the timeline, transitions, effects, particles, ect, ect...... You will learn more than you will reading that book.

Default transition placement is OVERLAP you have to switch it for CROSSOVER.... depending on what you want.

Yep, I just started playing with features and sure can learn a lot faster than reading the Guide.
