Your source video file may have some digital artifacts that PD9 does not like (PD is not great with giving the user much error feedback). You may be able to remove the offending section by using the multi-trim option.

Is the preference option "Enable HD video processing" enabled on your PC ? You try disabling it and see if it changes things. Win 10, i7

I don't guess I have the enable hd video processing option.

I'll cut out a bit around the offending area and see what happens.

Well, I appreciate all your work. I think that this is just poor video. I edited out that part, and it now hangs at another part. I'm just going to tell the client that the video can't be edited.

I appreciate everyone's help.

You could attach the wmv video that you are trying to edit as an attachment here in the forum. It's not that big....we could then download it and see if we could convert it for you into something you could work with in PD or even figure out where it is having a problem. If a solution is found...we attach it and you download the corrected useable version.

Just trying to think of a way to help you out in some way.

I appreciate the offer, but I did a test exporting of the raw footage in Adobe Premiere Elements, and it does work in that, so I'll just have to redo the edits in PE.

I think this needs to be considered a bug, since Premiere Elements was able to do it. If anyone from the Cyberlink team reads this and wants the files so you can look into this, let me know. It's too late to help me, but maybe others can be helped.
