Inconsistent video/audio overlaying

I am somewhat new to PowerDirector 8. I did a fair amount of video editing back several years ago, and I am getting back into it. I tried the trial version of this program, and it seemed like it did everything I needed. I purchased the program and entered the activation key, and I noticed immediately that the program was working differently.

I had a vlog video that I had previously edited with the trial version, and it was done to my satisfaction. I had a few audio tracks set over the video, and several cuts of the video to quicken the pace. When I opened the edited version in the activated PowerDirector, all of the cuts played slightly off... dragging video clips on too long and not playing the audio clips exactly when they should be played. I was about to re-edit the whole thing, but decided to produce the video first and see what happened. It produced perfectly fine, with all of the video cuts and audio overlays in the correct places. I decided it was probably a fluke, and once editing another video in activated program, things would probably work fine.

My guess was incorrect. I have tried editing a few new videos, and they have the same problem. I try overlaying audio to line up exactly with video in a certain way, and the audio clip always plays synced differently depending on whether I'm playing the whole movie from the start, playing just the clip, playing from the exact location in the timeline, etc.

It seems like it could be a problem with the hardware of my computer, though I quickly shoot down that possibility since the program worked fine as a trial version. I am running windows 7 32-bit with a 2.4 GHz Intel duo processor and 4 GB of RAM (so 3 GB functional ). Any ideas on the issue? I tried submitting a ticket, and cyberlink has been unresponsive for over a week.

What is the audio/video format? Does it start correctly and go out of sync, or is it off from the beginning? __________________________________

The video is wmv, and audio is MP3. There are problems with the syncing from the very beginning. I want to clarify, though, that the issue is with the separate sound effects/music track syncing with the base video track (with its own audio).

The other problem was the video cuts. It seems impossible to cut the video exactly where I want because the next time I previewed or video, the cut is different than how I had left it. It's almost like the processing of the preview is not keeping up.
