I don't think it is a simple 4K 60 capability case.

Even though the motherboard has the displayport to do 4k 60, does this port include HDCP 2.2 support for the video output?
That's what you might have to find out with the motherboard manufacturer, and HDCP 2.2 is required for Ultra HD Blu-ray.
The Intel graphics core is inside the Intel CPU, and the motherboard's display output must support the HDCP 2.2, which is set for Intel graphics. There is not a discrete Intel GPU that you can install it independently.

I suggest you ask your PC vendor directly considering the above requirements.

4k blu-ray are not supported via nvidia gpu. It is not possible to play the 4k blu-ray with powerdvd if you don't have a compatible intel graphics output, which fully supports hdcp 2.2.
powerdvd or powerdvd 18 is a 32-bit version software player, there is no 64-bit version so far.
It is regardless of you installing a full version or upgrade version.

32-bit version program is compatible with 32-bit and 64-bit Windows.
3D displaying capability is not equal to 3D Blu-ray playback compatbility.
Once DRM is involved, what the marjor concern is compatibility, GPU or connection type's capability can no longer explain those BS.

This fact is well and notoriously presented at Ultra HD Blu-ray playback requirement on a PC.

Do you select the option "allow the connection when the certification is invalid" in the Blu-ray disc settings?
Most of commercial Blu-rays do not have additional online certificate for their BD Live or BD-J content.
It seems tha radio streaming is not supported in powerdvd.
For the online playback, powerdvd only supports YouTube or Vimeo.

I think that if their engineering team modified any files specifically for your platform, then it is not recommended to simply patch it with some other versions as this patch is still in beta.
You can try that turn off the exclusive WASAPI mode in powerdvd settings (more audio settings -> miscellaneous).

Then, check the audio playback and volume control condition
Media Feature Pack is actually the core of Windows Media Player (sound familiar?)

Do you turn ON the Windows Media Player on your Windows?
If not, please turn this system feature on. It is not identical to Windows 10's Movie & TVs player.

Then, launch powerdvd to check it out.
I believe the HDMI audio output is the best option to play any DRM-protected audio especially for Blu-ray or 4K Blu-ray discs. This is the most simple way to set up the HD audio playback environment. But, it seems your amplifier does not support HDMI.

Once you connect speakers or amp via USB, the USB output device will be a mini and digital sound blaster that needs to handle the audio decoding. It increases the audio system's complexity, and additional audio conversion will possibly be required.

Try this:
Go to your windows audio setting, and un-tick the Dolby and DTS options in the supported format of your USB audio output (let powerdvd decode the movie audio for you but not uses the USB connected output for decoding)
Switch your monitor order in Windows display setting, and set the Intel GPU connected one as first/primary screen.
After this setup, reboot Windows, and check the advisor.

If it still failed, go and contact their support.
I see your overclocked CPU, but it won't help the graphics processing.

your integreated intel GPU is legacy model that intel abandoned the new driver and compatibility support after windows 8.1.

Do you use windows 10 that microsoft exaggerates all of windows 7 or windows 8.1 PCs are compatible with new OS?
Find a new with full windows 10 supported platform to play those multimedia contents.
Have you ever checked your platforms compatibiltiy with their Ultra HD Blu-ray advisor?

As the error code is related to graphics error, and I noticed there is a NVIDIA GPU functioning as main GPU on your platform.
Did you launch powerdvd on the NVIDIA GPU powered monitor first?

If advisor gives you a green pass on all items, contact cyberlink support for further assistance.
If your GPU is such a new model that released not longer than 2 years with full Windows 10 compatibility, and the condition happens only with certain DVDs, I will try other DVD drives, which is from different manufacturer, to give it a shot.

There are always many compatibiltiy issues between software player and disc drive.
And, open sourced free player can work around the issue very freely with less compatibility concerns comparing to a commercial player.

e.g. VLC versus Windows Media Player (Movies & TV on Windows 10).

I know some guys might have the preference to buy new disc drives from the same vendor or same brand, and there are many old models (not-used, and still newly packed) ODD sold especially on Amazon.

But, most of them are pretty old models and have no firmware maintenance (compatibility updates) from hardware manufacturers for many years.
e.g. Bankrupted TSST (Toshiba-Samsung union), many slim type drives that shipped with no well-packed box for laptops.

Most of HDR videos are still encoded with 10 bit color depth and applied 4:2:0 chroma sampling.

Your proposed configurations are bit excessive, and might requier more video conversion while displaying if you set the output as 12-bit color depth, or 4:4:4 (no chroma subsampling).

I will make my display output consistent with what videos I have as possible.

BTW, I think no 8 bit color depth display configuration can present HDR effect.
Same stuttering when playing DVDs on other PCs with powerdvd?
Do you have other DVD drives for check?
powerdvd is a window program, it cannot be installed on Mac or Apple devices.

it has the feature to cast media (from pc) to your apple tv, but you have to connect your PC and your apple tv to the same network.
I tried left click on the screen to select movie menu options, then a dialog popped up and request me open "on-screen control" instead. (TV mode)


If there was no dialogs, try this:
Reset the "don't show again dialogs" option in powerdvd settings.

As what I said previously, no patch or "fixes" possible if we cannot confirm the root cause is in the software.
At technical wise, a software engineer cannot "create" a fix with no bases.
I just checked the casting with my chromecast.
Yep, the casting will stop if you go back to media library and do other stuffs. No options to cast music at background.
