application manager does no longer show current content, like effects. What could be the reason?

I don't know what you mean with "current content"? But, many of the effects and other items should be downloaded directly from PowerDirector and PhotoDirector itself. See

This may sound like a very efficient approach, all items available where you need them, but the implementation of this feature is poor and makes PD's room handling very slow and inadequate.
