The short answer is no. The Motion Tracker tool
does allow FX to be placed as trackers - but only the small set that are embedded in the tool, not the wide range of installed, downloaded or third-party FX:
The easiest way to accomplish what you're trying to do is to think bigger. Place the effect using keyframes at the starting frame then skip ahead to the point where the runner is on the other side of the frame and place and ending keyfrmae there. PD will automatically calculate all the in-between locations for the effect, and if the motion is fairly smooth and linear you won't need to make any tweaks at all.
If the camera is also moving and/or the runner changes direction or speed, then place keyframes at the points where the direction/speed change and use the ease-in/ease-out settings if needed to match the response of the calculated positions. With a little practice you should be able to get the calculated paths to align without creating dozens of manual keyframes.
