I was wondering if it possible to re-install PowerDirector 18?

We paid for a license for a company but due to a ransomware issue at the company we had to wipe numerous computers.

The new laptop I have doesn't have PowerDirector 18.

Do I just need to get a subscription to the new version?

You will have to provide CL support with enough information to allow them to validate your license and, if that is successful, then they can provide a time limited download link.
