Your response is curious, especially when Optodata was just trying to help and did indeed answer the last question in your original post "does Cyberlink have to send them again?". As indicated in the forum FAQ, you can just contact CyberLink to get a new download of your PowerDirector:

You indicated that you "paid $82 for either a 30 day or a 1 year "subscription" for non-perpetual access to my purchased installation files." Well that was in 2017, so obviously the extended download service you purchased (i.e. the download link) has expired.
The initial download you made 4 years would not have been deleted by CyberLink, or any of its products, if that is what you are inferring. CyberLink actually encourages users to make a backup of their download files in case they ever need to re-install the program.
As for the downloaded file name, it actually depends on where (which store) you purchased the software, when you purchased it (build and SR numbers would be different), from which region, and more. It may be something similar to PowerDirector_2101_GM2_Ultimate_XXXXXXXXX-02.exe, with the specific build and SR number indicated.
But truth is, it will be a lot simpler if you just take Optodata's original advice and email CyberLink Customer Service and get a new download link.

"How can I re-download my PowerDirector software again? My PowerDirector download link expired, what can I do?
If you purchased PowerDirector (perpetual version) from the CyberLink store, the
software download links are active for 30-days, after which they expire. We encourage you to keep a back up of your downloads on your computer or on a cloud storage service.
If you purchased the extended download service,
the service is valid for one year. You can re-download the software via the download links in your order confirmation e-mail."
That is the language I was relying on.
I was always planning on contacting the company tomorrow.
