As I understand your question, there would be a couple of ways of going about it. Firstly, you'd need to scan (preferably) or photograph the original certificates.
The next step would be to isolate/extract the handwritten sections (signatures etc). That could be done by creating multiple copies and cropping each one. You'll possibly run into overlapping signatures (shown below) which will need more refined work than simply cropping.
The next step depends on whether you're able to match the background colours of the original certificate & the new template. If so, you can easily "construct" the enhanced certificate in the
Layers module [Edit]. If not, you'll need to remove the background and save the handwritten sections as .png files with transparent backgrounds. Personally, I'd use dedicated graphics software if this step is needed. I believe the reslt would be "cleaner".
After the various elements of the certificate are prepared, assembling them in Edit will be straightforward. There are plenty of useful tools that will suit your task.
