It is possible (in PowerDirector 16 or 17) to add command line arguments for H264\H265 codec by editing Profile.ini ?
for exemple: "--qcomp 0.70 --me tesa --merange 16 --aq-mode 1 ..."

No, the only command line argument that PD will accept is a project name (as in, a .PDS file).

However, it is possible to produce many projects at once using Batch Produce under PD's File menu. See this post for how to have them all produced to the same output profile.
