WHat make and model of external DVD burner is compatible with Cyberlink video editing software? Is there a current external DVD burner on the market which will burn DVDs made using Cyberlink video editing software?

Probably any drive on the market. You can always use PD to create the DVD Folder for your timeline and then burn with your favorite burn utility.

Bigger question perhaps, does a DVD really fits your needs, unless you use the term generically to describe Blu-ray too.
