Unable to edit audio track, can't place mark

I am no longer able to place markers in my audio tracks. This is in general edit mode, not WaveEditor. When I place my mouse on the audio track line to place a marker (see photo), nothing happens. No red dot appears, no mark can be made. Nor can I grab on to the pre-set markers and the beginning and end of the audio track. All I can do is grab the entire audio level and adjust it up or down.
I am using PD16 on a Lenovo Yoga 2 Pro, Windows 10 Pro, 64-bit.
I hope you can help me out, thanks much.

Try this: You highlight the clip. Hold down the CTRL key and click on the volume line to place a keyframe there.
