I'm using Dolby Atmos for Headphone on Win 10 to get Atmos sound on headphone. How can I make PowerDVD 18 to properly output Atmos track to the headphone?

Dolby Atmos is not supported by PowerDVD, so it won't work for media files played in the program unfortunately.
