Philwild is absolutely correct. The
BOOM Library Sound FX is simply a folder containing .wav files and can be stored anywhere you wish on your PC. From there, folders or files can be imported into ADR, PDR or any other audio-capable software you use.
You may be interested to know that you can acquire free SFX packs directly from
BOOM by signing up to their newsletter.
I have all my SFX stored in C:\Users\PIX\Music\SFX, arranged in sub-folders, but (of course) that's a choice for individuals.
