Produce MPEG-2 with constant bitrate.

In Produce custom profiles, you can generate MPEG-2 files with constant Bitrate (CBR).This function does not work with PD 13, you always generate VBR files, controlled with MEDIAINFO. If you have powerdirector 15, you can do the test yourself. Carl312: Windows 10 64-bit 8 GB RAM,AMD Phenom II X4 965 3.4 GHz,ATI Radeon HD 5770 1GB,240GB SSD,two 1TB HDs.

As far as I know, CBR with MPEG2 has never worked correctly. The results of PD15 720p set at CBR still produces a file with VBR.

Reproduced same file using CVBR and I get the exact same results. Same file size, etc. CBR just doesn't work at all. Intel i7 4770k, 16GB, GTX1060 3GB, Two 240GB SSD, 4TB HD, Sony HDR-TD20V 3D camcorder, Sony SLT-A65VK for still images, Windows 10 Pro, 64bit
