True Velocity 6 slower than 5

Since I skipped PD14, decided to take the plung on the Black Friday deal for PD15. Just installed it and converting a file. Two issues:

First, PD15 recognized the file as 23.97FPS when in fact it really is 29.97fps.

Second, producing to MP4 @4Mbps estimated to take 43min. PD13 only took 18min!

Although PD15 has a few new features I may use, I convert a lot of TV files to MP4 and True Velocity 6 just doesn't seem to be as fast as 5. Have GTX1060. Guess I could check to see if there is a new driver, but i doubt that would help.

edit: I have the latest driver 375. I also noticed that in GPUZ, the video engine was only at 20% when producing with PD15. with PD13, video engine was at 98-99%. Just seems odd.

Edit2: Ok, created a profile with 23.976fps and much faster. Every app I have says the file is 29.97fps, but PD15 thinks it is 23.976fps. Go figure! Guess I'll find out when I try playing the file back. This is a direct capture from my cable TV so I seriously doubt it is 23.976fps. Most channels are 1080i (29.97fps) or 720p (59.94fps)

FYI - Previous versions of PD have had an on-going issue with not accurately determining frame rates. The fall back is Windows properties. Win 10, i7

Thanks -- Windows also has the file at 29.97fps. If I set PD15 produce profile to 29.97fps, it takes over 45 min to render the 2hr file. I created a custom 23.976fps profile and that took less than 8min. The resulting file ended up with 29.17avg fps variable frame rate.

I know the new codecs allow for variable frame rates and variable bit rates. But would be nice if PD let the user have more control. My personal preference is variable bit rate with constant frame rate. Control over I Frame vs IDR frames would be nice but probably beyond the scope for a consumer app. Intel i7 4770k, 16GB, GTX1060 3GB, Two 240GB SSD, 4TB HD, Sony HDR-TD20V 3D camcorder, Sony SLT-A65VK for still images, Windows 10 Pro, 64bit
