I can't find an "Apply to all" for video speed. I want to apply the same video speed to all my timeline clips. I have to do it manually on all clips...

Per clip basis or variable speed over a clip. No apply to all clips.
Workaround, if all clips are continuous in the timeline that you want the speed up on, "Produce" to one video and then use that in timeline and apply speed effect.
