Yes, so do I, those 3 versions are able to coexist fine.
I did have PD 9 installed also but I removed it after installing PD 13 for the fact there are fewer people using PD 9 and PD 10.
I am not having problems of conflict between the various versions of Powerdirector, except for a doubling of content in PD 13 from the content in PD 12. That does not cause any problems of use. You just choose the effect you want to use.
What is your version of Powerdirector 10?
Is it retail or was it Bundled with your computer or some software?
My version of PD10 is Ultra, on a retail CD purchased at Fry's electronics.
I believe if Cyberlink intended for the newer PD11/PD12/PD13 versions not to coexist with PD10, then the installer for the newest version of PD would remove the old version.
For example, if you install PD8 first, and then PD9, the PD9 installer removes PD8.
But the installers for the versions after PD9 do not remove any of the previous versions, so I believe they should be able to coexist.
In fact, PD10/PD11/PD12 were able to coexist fine, until PD13 was installed.
If you get the chance, could you install PD10 on your system that's already got PD13, and see if you are running into the same startup issue ?
Please update the PD10 to the latest bits also. In some cases in my tests, the original PD10 bits from the CD starts, but once updated to the latest patch - it no longer does. The original version on the CD is build 925 which has too many bugs to be usable, so I need the latest patch for PD10 to use it.
